U.S. Dist. Ct. Local Rule 7 - "Unless otherwise ordered by the Court, all memoranda in opposition to any motion shall be filed within twenty-one (21) days of the filing of the motion, and shall indicate in the lower margin of the first page of such memorandum whether oral argument is requested," unless the court has granted a motion of extension of time to respond.

Sorry, that is only for in CT.  Take a look at the local rules of the U.S. District Court for whatever state you are in. For example, USDC Mass. is 14 days from service, unless it is a SMJ, then it is 21 days.
