The bar exam is a nice 22 ounce framing hammer...
The test is designed to be a test of minimum competence.
You can use a hammer to build a house, or to cave in someone's skull.
How the individual states use the test is another matter, if they say it's a gatekeeper, it's a gatekeeper, and SPLAT! You're flipping burgers until next February.

The reason low pass rate is people sit it who shouldn't. ABA has much higher pass rate, especially in state ABA.
